WEAKENING OF DIRECT POWER AND ENGAGEMENTS, 1877–1900

Louisiana’s return to the Democrats brought no improvement in 1877. Democratic control gave New Orleans a one-party system in which the victors of the primary emerged as mayor or governor. The Republican vote (nearly all African Americans were Republicans) was worthless. Fear of the Republicans no longer forced all ranks to unite under one banner, and a budding Democratic machine grabbed command. These corrupt politicians furthered the already steep debts of the burdened city. Old-line members insulated themselves inside their societies. Twelfth Night abandoned its customary public parade and started introducing a queen and maids of honor along with the king at the private ball. Copying this ritual, the five new organizations that began didn’t sponsor parades. From 1878 on, the introversion of old-line members deepened with their wavering engagement in politics.
